This signal is registered at the rising edge

of PHY_PWR_GOOD, and is used to

determine whether PHY_CLK_OUT is

output. See the PHY_CLK_OUT pin for

details. Once PHY_PWR_GOOD is 1b,

LINK_B will always be an output and

indicate link up.
