The frame format is defined in TS-1000.

The frame format is similar to the one
defined in TS-1000 except the bit definition
of S[15:0]. S[15:0] is the content of MII
register 22[15:0]. Local IP113F uses the
frame to indicate its status to the remote
IP113F. The remote IP113F receives the
frame and stores the information to the MII
register 23.
